3月22日，广州市政府网站公布广州市新型冠状病毒肺炎疫情防控指挥部关于加强境外疫情输入防控的通告（第7号），提出凡2020年3月8日零时后，从境外（不含港澳台）经广州口岸入境，以及经港澳台地区和市外口岸入境来穗且来穗前14天内有国外旅居史的人员，无论外国公民还是中国公民，一律立即实施居家或集中隔离医学观察，由社区负责提供健康监测服务。尚未隔离的一律纳入居家或集中隔离。

Notification on Further Strengthening COVID-19 Prevention and Control Work, Guangzhou Command Center for COVID-19 Control and Prevention (No.7)
Right now, we’re seeing COVID-19 outbreaks in many countries around the world. WHO announced that COVID-19 had become a global pandemic. In order to practically safeguard the safety and health of the public, in accordance with requirements rolled out by Guangdong Provincial Command Center for COVID-19 Control and Prevention, we have decided to strengthen the health service and health management for people returning to Guangzhou from overseas. We hereby notify the following matters:
I. If you returned to Guangzhou after 00:00, March 8 2020 from overseas (excluding Hong Kong, Macau and Taiwan) via Guangzhou Port; or if you had traveled to another country 14 days before you arrived in Guangzhou after 00:00, March 8 2020 and you had entered into China via ports in Hong Kong, Macau, Taiwan or ports outside of Guangzhou; you’re required to undergo quarantine and medical observation upon arrival either at home or at quarantine facilities regardless of your nationality. Workers from residential communities will provide health monitoring service to you. Anyone who are yet to be enrolled in a quarantine program will be quarantined at home or at quarantine facilities.
II. The quarantine period begins on the date of arrival into Guangzhou. You’re not allowed to go out during the quarantine period. Medical observation can be lifted 14 days later provided you are not showing any symptoms and have been tested negative in the second nucleic test. The cost of accommodation and food at quarantine facilities shall be born by yourself. If you violated home isolation regulations, you shall be transferred to quarantine facilities for medical observation and you will be held accountable for such violations.
III. By March 23, the aforementioned returnees must report their health conditions to the health service and management staff of their residential communities; or contact the designated health care institutions of the district (list is attached at the end of the notification); or call Guangzhou public health hotlines at 12320. Foreign nationals can call 960169 (Guangzhou Multilingual Services Platform) for translation services in English,Korean and Japanese. If you have not taken nucleic test after you entered into China, you're required to take SARS-CoV-2 nucleic test and anti-body test free of charge.
IV. We urge the aforementioned returnees to follow the rules of community health service and management. Those who hide their travel history or try to escape quarantine, those who refuse to work with community health service and management staff, those who fail to apply for and those who refuse to take SARS-CoV-2 nucleic test or anti-body test, will be listed in the public credit information system and penalized for their behaviors. They will also be held legally accountable.

海外から感染輸入予防抑制の強化に関する広州市新型コロナウイルスによる肺炎疫病防控指揮部の通知

現在、世界の多くの国で新型コロナウイルスによる肺炎が発生し、世界保健機構は新型コロナウイルスによる肺炎がすでに世界的な大流行になっていることを宣言した。市民の生命安全と体康を確実に保障するために、省新型コロナウイルスによる肺炎防控指揮部の感染予防抑制作業要求に基づき、即日から海外から広州市に復帰または訪問する者の健康サービス管理を強化する。関連事項は以下の通りに通知する。
第一に、2020年3月8日零時以降、海外（香港・マカオ・台湾を除く）から広州市口岸（出入境検査場）を経由して入国した者、および香港・マカオ・台湾地域や市外口岸を経由して広州市に訪問し、かつ、広州市に訪問した前14日以内に外国滞在歴のある者は、外国人や中国人を問わず、在宅または集中隔離医学的観察を実施し、コミュニティは健康監視サービスを提供する。隔離されていない者は在宅隔離または集中隔離に取り入れなければならない。
第二に、自宅又は集中隔離観察期間は隔離観察対象者がわが市に入国した日から計算する。隔離期間中は一切の外出を禁止し、14日後に無症状かつ核酸検出の結果は「陰性」である場合、隔離医学的観察を解除することができる。在宅隔離医学的観察者が規定に違反した場合は、集中隔離に移行し、必要な責任を負わなければならない。集中隔離医学的観察期間の食事・宿泊費用は個人が負担する。
第三に、上記の入国者は3月23日前までにコミュニティの健康サービス管理担当者に健康状況を申告するか、または所在地域の指定医療機関（添付一覧を参照）に連絡するか、広州市公衆衛生ホットライン番号12320（中国語対応）、広州多言語サポートプラットフォーム960169（英語、韓国語、日本語対応）までお問い合わせください。入国後、まだ新型コロナウイルス核酸検出を行っていない場合は、無料の咽頭ぬぐい液の採取、新型コロナウイルス核酸検出および抗体検出を行わなければならない。
第四に、上記の入国者はコミュニティの健康サービス管理に協力してください。隔離観察を隠ぺいまたは回避し、コミュニティの健康サービス管理への協力を拒否し、咽頭ぬぐい液の採取、新型コロナウイルス核酸検出、新型コロナウイルス抗体検出を自ら進んで申請しないか、検出を拒否した場合は、公共信用情報システムに登録し、法律に基づき信用失墜の懲戒処分を行い、法的責任を追及する。

당전,전세계 여러나라에서 신종코로나19전염병이 유행되고 있어 WHO에서는 세계적 유행병으로 선언하였다. 인민군중의 생명안전과 신체건강을 확보하기 위하여 광동성 신종코로나19예방통제 지휘부의 요구에 따라 금일부터 해외출발 광저우방문자에 대해 건강서비스 관리를 강화하기로 한다.관련사항을 하기와 같이 통보한다.
一、2020년3월8일 0:00시 이후,광저우통상입구를 경유한 모든 해외 (홍콩,마카오,대만 지역 제외) 입국자와 홍콩,마카오,대만지역과 기타 국내통상입구를 경유한 광저우를 목적지로 하는 해외 방문자는 14일내 해외여행/거주사가 있을 경우, 외국국적자와 중국내국민을 불문하고 일절 자탁격리/집중격리 의학관찰 조치를 실시하며 거주지역조직에서 건강모니터링 서비스를 제공한다.
二、자택격리/집중격리관찰기한은 당사자가 광저우시에 도착하는 날부터 시작되며 격리기간내 일절 외출을 금지한다.14일 경과한 뒤 관련 증상이 없고 핵산검사에서 음성이면 격리의학관찰 조치를 해제할 수 있다. 자택격리 의학관찰 조치를 받는자는 관련 규정을 위반할 경우 집중격리 의학관찰 조치를 실시하며 해당 책임을 추궁한다. 집중격리 의학관찰 기간내 숙식비용은 스스로 부담한다.
三、이상 조건에 부합되는 입국자는 3월 23일전에 스스로 거주지역 건강서비스 관리요원에 건강상태를 신고하거나 소재지 지정의료기구 (첨부파일참조)에 연락하거나, 광저우시 공중위생 핫라인 전화12320으로 상담한다. 외국국적자는 960169(광저우 다국어 서비스 플랫폼)로 연락하여 영어,한국어,일본어 번역서비스를 이용할 수 있다.입국이후 현재 까지 신종코로나19핵산검사를 받지 않은자는 반드시 무료로 제공되는 핵산검사 및 항체검사 관련하여 검체 채취에 임해야 한다.
四、이상 조건에 부합되는 입국자는 스스로 거주지역 건강서비스관리에 호응해야 한다.격리의학관찰 조치를 도피하거나 관련 정보를 숨기거나 주택단지 건강서비스 관리에 호응치 않으며 신종코로나19핵산검사 및 항체검사 관련 검체채취를 거절할 경우 공공신용정보시스템에 기입하며 법에 따라 불신자 징계처분을 받게 되며 해당 법적책임을 추궁한다.

Circulaire sur le renforcement de la prévention et du contrôle de l’épidémie en provenance de l’étranger du commandement municipal de Guangzhou sur la prévention et du contrôle de l’épidémie du COVID-19(n° 7)
Actuellement, l'épidémie du COVID-19 se propage dans de nombreux pays à travers le monde et l'OMS a annoncé que le COVID-19 est devenu une pandémie mondiale. Afin de protéger efficacement la vie et la santé des populations, conformément aux exigences du commandement provincial de la prévention et du contrôle de l’épidémie, la gestion et des services de santé des rapatriés de l'étranger sera renforcée à partir d'aujourd'hui. Les mesures suivantes doivent être respectées :
1. À partir de 0h du 8 mars 2020, pour tous les personnes entrant par le port de Guangzhou de l’extérieur du pays (à l'exclusion de Hong Kong, Macao et Taiwan), et pour ceux qui viennent à Guangzhou via Hong Kong, Macao, Taiwan et des d’autres ports douaniers ayant des antécédents de résidence ou de voyage à l’étranger dans les 14 jours avant l’arrivée, quel que soit la nationalité, il est impératif de respecter le confinement à domicile ou centralisé de 14 jours. La communauté de résidence assure le service du contrôle de la santé et le confinement est obligatoire soit à domicile soit centralisé.
2. La période de confinement est comptée à partir de l’arriver à Guangzhou. Il est strictement interdit de sortir pendant le confinement. En absence de symptômes après les 14 jours et avec le résultat négatif du deuxième test d’acide nucléaire, l’observation médicale se termine. Le logement et l’alimentation sont à la charge de soi-même. En cas de violation du confinement à domicile, l’observation médicale centralisée est obligatoire et à la poursuite des responsabilités correspondantes. Les personnes concernées sont priées de respecter le contrôle douanier, les transports spécifiques et le confinement nécessaire.
3. Les personnes entrant comme susmentionné doivent se présenter au responsable de la gestion sanitaire de son quartier ou de sa résidence, ou de contacter les établissements médicaux spécifiques (dans la listes ci-jointe), ou en appelant la ligne de santé « 12320 ». Pour les étrangers, composer « 960169 » (Plate-forme de services multilingue de Guangzhou) afin d’obtenir le service d’interprétation en anglais, en coréen et en japonais. Pour ceux qui n’ont pas encore reçu un test d’acide nucléaire pour le COVID-19 après l’entrée en Chine, il faut se faire gratuitement l’échantillonnage à écouvillons pharyngaux pour la détection des acides nucléiques et la détection des anticorps du nouveau coronavirus.
4. Les personnes entrant comme susmentionné sont priés de respecter le contrôle de santé de quartier ou de la résidence. La dissimulation ou l'évasion de l'observation ou du confinement, et le refus de coopérer avec la gestion des services de santé pour l'échantillonnage à écouvillons pharyngaux du test d'acide nucléique et du test d'anticorps du nouveau coronavirus seront inclus dans le système public d'information sur le crédit pour les sanctions disciplinaires et feront l’objet de la poursuite judiciaire sur la responsabilité légale conformément à la loi.

当前，全球多国出现新冠肺炎疫情，世卫组织宣布新冠肺炎疫情已构成全球性大流行。为切实保障人民群众的生命安全和身体健康，根据省新冠肺炎防控指挥部疫情防控工作要求，从即日起加强对境外来穗返穗人员健康服务管理。有关事项通告如下：
一、凡2020年3月8日零时后，从境外（不含港澳台）经广州口岸入境，以及经港澳台地区和市外口岸入境来穗且来穗前14天内有国外旅居史的人员，无论外国公民还是中国公民，一律立即实施居家或集中隔离医学观察，由社区负责提供健康监测服务。尚未隔离的一律纳入居家或集中隔离。
二、居家或集中隔离观察期从被隔离观察人员入境我市之日起计算，隔离期间一律不得外出，14天后无症状且再次核酸检测为阴性的，方可解除隔离医学观察。居家隔离医学观察人员违反规定的，转为集中隔离医学观察，并承担相应责任。集中隔离医学观察食宿费用自理。
三、以上入境人员须在3月23日前主动向所在社区健康服务管理人员申报健康情况，或与所在区定点医疗机构联系（名单附后），或向广州市公共卫生热线电话12320咨询，外籍人士可拨打960169咨询。凡入境后尚未做过新冠病毒核酸检测的，均要进行免费咽拭子采样新冠病毒核酸检测和抗体检测。
四、请以上入境人员配合做好社区健康服务管理。对隐瞒或逃避隔离观察，拒不配合社区健康服务管理，不主动申请咽拭子采样新冠病毒核酸检测、新冠病毒抗体检测或拒不接受检测的，将纳入公共信用信息系统依法予以失信惩戒并依法追究法律责任。
